Abstract

This legal memorandum was written by Paul T. Rephen, Chief of the Legal Counsel Division of New York City's Law Department, and it was directed to Eric Lane, Executive Director/Counsel of New York City's Charter Revision Commission. It discusses the proper standard of review for New York City administrative hearings. In the memorandum, Rephen advises Lane that the proper standard of review as designated by state statute is the substantial evidence standard. This memorandum was attached to a letter from Eric Lane to David Trager. The letter is dated July 19, 1988.
